This human layer is nearly impossible to distinguish from organic activity through automated detection alone.
Cross-platform coordination. Campaign operators use Telegram for command and control — coordinating posting schedules, distributing content packages, and managing account networks. The content itself is distributed across X, Facebook, TikTok, YouTube, Reddit, and regional platforms. Each platform is treated as a distribution channel, with content adapted to the format and audience of each. Coordination happens off-platform; detection tools monitoring individual platforms see only fragments of the operation.
Financial infrastructure. Running a sustained influence operation costs money. Content creators need to be paid. Advertising placement requires budgets. Bot infrastructure — residential proxies, phone farm SIM cards, cloud computing for automation — generates ongoing costs. Payments flow through cryptocurrency wallets, prepaid cards, shell companies, freelance platforms, and advertising networks. The financial trail connects the visible social media activity to the operators funding it, but social media monitoring tools never see this layer.
Technical infrastructure. The fusion platform correlates all of these streams into a single case file. The operation is attributed to a specific actor. The infrastructure is mapped comprehensively. They will submit takedown requests and watch the same operators reconstitute under new accounts within days. They will produce reports documenting what happened without ever understanding who did it or why.
